King County Wastewater Treatment Division West Point

The Puget Sound Clean Air Agency is providing public notice for a proposed permit for King County Wastewater Treatment Division West Point to install and operate four boilers (two 200 horsepower boilers and two 400 horsepower boilers) firing on primarily digester gas with supplemental propane. The four boilers are replacing three existing boilers and will provide steam to the facility to heat the existing digesters, the facility’s existing heated water system, and provide a back-up heat source for the existing cogeneration plant. Potential emissions associated with this project are calculated at 7.5 ton/year of carbon monoxide (CO), 7.4 ton/year nitrogen oxides (NOx), 1.1 ton/year volatile organic compound (VOC), as non-methane organic carbon, 1.5 ton/year particulate matter less than 2.5 microns (PM2.5) 4.9 ton/year sulfur dioxide (SO2), and 0.51 ton/year total hazardous air pollutants. The project is not anticipated to increase the facility’s total air emissions because the new boilers are replacing existing boilers. 

The applicant has utilized emission offsets from the three existing boilers being replaced by the boilers proposed under this draft Order 12353 which requires public notice under WAC 173-400-171(3).    


The Agency has completed a review of application No. 12353. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12353 should be approved.

Any person or entity may request a public hearing within the comment period provided that any such request shall state the person’s or entity’s interest in filing it and why a hearing is warranted.


All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the proposed Order of Approval will, if necessary, be revised and either denied or issued in final form.
