The Board of Directors of the Puget Sound Clean Air Agency will conduct public hearing(s) on March 23, 2023 to consider three separate changes to Agency Regulation I. Proposed Changes

The Puget Sound Clean Air Agency (“Agency”) maintains four fee programs: Asbestos, Notice of Construction (NOC), Operating Permit, and Registration. These fee structures are designed to recover the costs of implementing and administering each program. At this time the Agency is proposing adjustments to some fees in the NOC, Operating Permit, and Registration programs.  No changes are proposed for the Asbestos program. 

The proposed changes are intended to adjust fees to keep the revenues in balance with the level of effort to complete the compliance work associated with the NOC, Operating Permit, and Registration programs. While the revenue and expenses for these programs have been roughly balanced for most of the past ten years, the increasing costs to the programs in the last few years combined with increasing level of effort for some types of work by the Agency for certain aspects of these programs need to be addressed through adjustments to the fee schedules to ensure the Agency does not reach a deficit condition.

The proposed amendments to the fee schedules correspond to cost increases at roughly the same rate as CPI increases in the time since the last fee adjustments. More detail for each fee proposal is below.
