The Puget Sound Clean Air Agency (Agency) is providing public notice for a proposed permit for Fluid Motion, LLC Auburn to construct and operate a new fiberglass boat building facility under proposed Notice of Construction Order of Approval No. 12505. The Agency is also publishing a preliminary Determination of Nonsignificance as Lead Agency for SEPA associated with this Notice of Construction Order of Approval. The facility will use seven bays to build 25-to-45-foot boats. Upholstery and wood fixtures are also assembled at the facility. The boats are formed by spraying successive layers of gelcoat, vinylester resin, polyester resins and fiberglass inside open female molds. Different molds are used to make decks, hulls, and small parts forming the boat. In the process of spraying, volatile organic compounds (VOCs) which are mostly comprised of styrene and methyl methacrylate are released into the air. 

The proposed Order would establish Fluid Motion Auburn as a Title V Air Operating Permit source. The Title V Air Operating Permit for Fluid Motion Auburn will be completed as specified in Washington Administrative Code 173-401-500(3)(c).

The emissions associated with this project were evaluated and could total up to 39 tons/year of styrene, 2.83 tons/year of methyl methacrylate and 44.6 tons/year of volatile organic compound (VOC). The 44.6 tons/year total VOC includes the styrene and methyl methacrylate emissions. Each of the chemicals contributing to the total of 44.6 tons/year VOC are also classified as Toxic Air Contaminants (TACs).

PRELIMINARY DETERMINATION

The Agency has completed a review of application No. 12505. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12505 should be approved, subject to the conditions in the draft Order of Approval.

The Agency, as the lead agency for this proposal, has made a preliminary determination that the proposal would not have a probable significant adverse impact on the environment for purposes of SEPA. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other information on file at the Agency. This information is available to the public upon request and is available on the Agency website through this public comment period. A Determination of Nonsignificance (DNS) for this proposal is issued in accordance with WAC 187-11-340(1), WAC 197-11-970, and Puget Sound Clean Air Agency Regulation I, Sections 2.07 and 2.12.

The proposed Order of Approval and Determination of Nonsignificance (along with the information considered in making this preliminary determination) are available below. These documents are also on file and available for inspection at the Agency’s office located at 1904 Third Avenue, Suite 105, Seattle, Washington, telephone (206) 343-8800. Written comments with respect to the proposed Order and Determination of Nonsignificance must be mailed to Madeline McFerran, Engineer, at Puget Sound Clean Air Agency, 1904 Third Avenue, Suite 105, Seattle, Washington 98101, faxed to the Engineering Manager at (206) 343-7522, or e-mailed to PublicComment@pscleanair.gov. The comment period will run from Friday, April 25, 2025, through Tuesday, May 27, 2025. Any person or entity may request a public hearing within the comment period provided that any such request shall state the person’s or entity’s interest in filing it and why a hearing is warranted.

All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the proposed Order of Approval will, if necessary, be revised and either denied or issued in final form.
