The Puget Sound Clean Air Agency is providing public notice for a proposed permit for Everett Ship Repair to add an additional dry dock to already approved operations. Operations at the facility include abrasive blasting, spray, brush, and roller coating, welding, grinding, pressure washing, hydroblasting, heavy lift barge vessel hauling and launching (dry dock). Emissions from dry abrasive blasting operations on the dry dock will be controlled by dust collectors. Emissions from spray coating operations conducted on each dry dock will be controlled by a dry air filter system.
The addition of this dry dock is not expected to increase the allowed throughput of the facility. The expected emission from the entire facility is about 83 tons per year of volatile organic compounds and about 8 tons per year of hazardous air pollutants. Toxic air pollutants were also reviewed, and the entire shipyard will not exceed any of the acceptable source impact levels (ASIL) defined per WAC 173-460-150.
PRELIMINARY DETERMINATION
The Agency has completed a review of application No. 12598. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12598 should be approved, subject to the conditions in the draft Order.
The overall environmental impacts of the project were evaluated pursuant to the State Environmental Policy Act (SEPA) by the Port of Everett. The Port of Everett issued a Mitigated Determination of Nonsignificance (MDNS) on August 22, 2025.

Any person or entity may request a public hearing within the comment period provided that any such request shall state the person’s or entity’s interest in filing it and why a hearing is warranted.
All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the proposed Order of Approval will, if necessary, be revised and either denied or issued in final form.
