[ARCHIVED] Notice of Public Comment and Public Hearing - Cadman Materials, Inc. (Cadman)

The Puget Sound Clean Air Agency is providing public notice for a proposed permit and public hearing for Cadman Materials to replace a drum dryer and burner, substantially alter an existing baghouse, and replace passive condensers on two asphaltic cement storage tanks. The replacement of the condensers makes the contents of the asphaltic cement storage tanks into review. The substantial alteration of the baghouse makes the truck loading scavenger duct and the flight conveyors to the existing asphaltic concrete storage silos into review. Emissions from the pugmill are not under review as part of this project. This Notice of Construction is the result of an enforcement action because all the proposed changes were carried out prior to submitting the application. This Notice of Construction includes only the equipment listed above. Emissions due to the project are particulate matter of 4.0 tons per year (TPY), particulate matter of less then 2.5 micrometers in diameter 3.7 TPY, sulfur dioxide of 0.5 TPY, nitrogen oxides of 10.0 TPY, volatile organic compounds of 2.1 TPY, carbon monoxide of 59.2 TPY, combined hazardous air pollutants (HAP) of 0.8 TPY, and maximum individual HAP of 0.3 TPY.

PRELIMINARY DETERMINATION

The Agency has completed a review of application No. 11861. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 11861 should be approved.

The Agency, as the lead agency for this proposal, has also made a preliminary determination that the proposal would not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other information on file at the Agency. This information is available to the public upon request. The Determination of Nonsignificance (DNS) for this proposal is issued in accordance with WAC 197-11-340(1), WAC 197-11-970, and Puget Sound Clean Air Agency Regulation I, Sections 2.07 and 2.12; Puget Sound Clean Air Agency will not act on this proposal before May 2, 2022.

The proposed Order of Approval, Determination of Nonsignificance, and information considered in making this preliminary determination are on file and available for inspection at the Agency’s office located at 1904 Third Avenue, Suite 105, Seattle, Washington, telephone (206) 343-8800 or on the Agency webpage at https://www.pscleanair.gov/175/Permits-Open-for-Comment. Written comments with respect to the proposed Order and Determination of Nonsignificance must be mailed to Brian Renninger, Engineer, at Puget Sound Clean Air Agency, 1904 Third Avenue, Suite 105, Seattle, Washington 98101, faxed to the Engineering Manager at (206) 343-7522, or e-mailed to PublicComment@pscleanair.gov by May 2, 2022.

All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the proposed Order of Approval will, if necessary, be revised and either denied or issued in final form.
