PUBLIC NOTICE
PUGET SOUND CLEAN AIR AGENCY
PROPOSED ORDER OF APPROVAL
and
DRAFT AIR OPERATING PERMIT
Applicant:
Vigor Shipyards, LLC.
1801 16th Avenue SW
Seattle, WA 98134
Puget Sound Clean Air Agency (the Agency) is seeking comments on a proposed Notice of Construction Order of Approval (NOC No. 12022) and draft Air Operating Permit (Permit No. 12539) for Vigor Shipyards, LLC., located at 1801 16th Avenue SW, Seattle, WA 98134. This facility is a shipyard specializing in commercial and military vessel repair, overhaul and construction. The facility has abrasive blasting to remove paint and prepare surfaces, painting operations and natural gas combustion equipment. Facility operations result in releases of volatile organic compounds, hazardous air pollutants, oxides of nitrogen, carbon monoxide, sulfur dioxide, and particulate matter.
The proposed Order of Approval amends an existing permit to increase the nickel and crystalline silica content of the abrasive blast media used. While the total amount of abrasive blast media to be applied and the nickel and crystalline silica maximum content of the blast media are being increased, an updated abrasive blasting emission calculation methodology was used. The change results in project emissions lower than those reviewed previously. This proposed Order of Approval is included in this Public Notice for comments with the draft Air Operating Permit because the previous order of approval cannot be modified in the operating permit through a Notice of Construction decision alone.
An Air Operating Permit is a document that combines all air pollution-related requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. The draft Air Operating Permit is a renewal of the current Vigor permit that is already in force. Air Operating Permits expire every five years and need to be renewed. This renewal incorporates all the new compliance requirements that have come into effect for Vigor since the previous permit was issued.
