[ARCHIVED] Franz Seattle Division – 6th Ave - Draft Air Operating Permit Public Comment

PUBLIC NOTICE
 PUGET SOUND CLEAN AIR AGENCY

PROPOSED ORDER OF APPROVAL
 and

DRAFT AIR OPERATING PERMIT

Applicant:
Franz Seattle Division – 6th Ave
2901 6th Ave S,

Seattle, WA 98134

Puget Sound Clean Air Agency (the Agency) is seeking comments on a proposed Notice of Construction Order of Approval (NOC No. 12314) and draft Air Operating Permit (Permit No. 11285) for Franz Seattle Division – 6th Ave (Franz 6th Ave), located at 2901 6th Ave S, Seattle, WA, 98134. This facility is a commercial bakery with direct-fired and indirect-fired natural gas ovens for baking yeast-leavened products, natural gas-fired boilers for facility steam generation, and flour storage and handling. Facility operations result in releases of volatile organic compounds (primarily consisting of ethanol), hazardous air pollutants, oxides of nitrogen, carbon monoxide, sulfur dioxide, and particulate matter.

The proposed Order of Approval amends an existing permit to change the method required for measuring volatile organic compounds from the facility’s 4.75 MMBtu/hr tray oven and the control efficiency of the recuperative catalytic oxidizer controlling the tray oven during compliance testing. The proposed change does not result in any changes to emissions. This proposed Order of Approval is included in this Public Notice for comments with the draft Air Operating Permit because the previous order of approval cannot be modified in the operating permit through a Notice of Construction decision alone.

An Air Operating Permit is a document that combines all air pollution-related requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. The draft Air Operating Permit is a renewal of the current Franz 6th Ave permit that is already in force. Air Operating Permits expire every five years and need to be renewed. This renewal incorporates all the new compliance requirements that have come into effect for Franz 6th Ave since the previous permit was issued.

Copies of the draft Air Operating Permit, the application, and all supporting materials are available for review below:

This Notice is published pursuant to the Washington State Clean Air Act (Chapter 70A.15 RCW and WAC 173-401-800). The Air Operating Permit is issued pursuant to Chapter 173-401 WAC and Title V of the Federal Clean Air Act Amendments of 1990.
