Proposed General Order of Approval

Temporary Natural Gas-Fired Boilers

 

The Puget Sound Clean Air Agency is providing public notice that a General Order of Approval is proposed for temporary natural gas-fired boilers with a heat input capacity of less than 100 million British thermal units per hour (MMBtu/hr). If a final General Order is approved for use, eligible businesses may submit applications requesting coverage under the terms of the General Order of Approval. A finalized General Order of Approval would be equivalent to a Notice of Construction (NOC) Order of Approval in terms of source compliance and enforceability. This proposal is intended to provide streamlined permit processing for sources which meet the requirements to apply for coverage. If the applicability criteria for a General Order of Approval have been met, the specific approval conditions will have already been established through this process. If a proposed boiler does not meet the applicability criteria established for the General Order of Approval, the regular NOC application and review process is still available to seek approval.

Boilers that qualify for the General Order of Approval may only be used as temporary substitutes for existing boilers, may only be fueled with natural gas, may not exceed the heat input capacity of the permanent boiler by more than 10%, may not exceed 100 MMBtu/hr, and may not be operated for longer than six months. Temporary boilers that meet the applicability criteria for coverage under this proposed General Order of Approval and comply with the specific approval conditions are not expected to produce adverse or nuisance impacts offsite.

PRELIMINARY DETERMINATION

The Agency has completed a review of previous NOC application materials for this source category and compiled an analysis of the projected emissions and controls for sources which match the applicability criteria for coverage under this proposed General Order of Approval. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and should be approved.

The Agency, as the lead agency for this proposal, has also made a preliminary determination that the proposal would not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other information on file at the Agency. This information is available to the public upon request. The Determination of Nonsignificance (DNS) for this proposal is issued in accordance with WAC 197-11-340(1), WAC 197-11-970, and Puget Sound Clean Air Agency Regulation I, Sections 2.07 and 2.12; Puget Sound Clean Air Agency will not act on this proposal before May 25, 2023.
