[ARCHIVED] Draft Operating Permit for Public Comment - Franz Seattle Division – Weller Street

Franz Seattle Division – Weller Street
 P.O. Box 24327,
Seattle, WA 98124

Puget Sound Clean Air Agency (the Agency) is seeking comments on draft Air Operating Permit (Permit No. 10873) for the Franz Bakery, located at 2006 South Weller Street, Seattle, WA 98144. This facility is a bread baking facility located in the Central District neighborhood of Seattle. The facility can operate 24 hours per day, 365 days per year. Currently, the plant is operating 1 to 3 eight-hour shifts per day, five to six days per week (up to 7,488 hours per year). The sources of air emissions at the bakery are:  natural gas-fired bread baking ovens, steam boilers, a donut fryer, and flour storage silos. Facility operations result in releases of volatile organic compounds from the rising yeast, and minor amounts of combustion related emissions from the firing of natural gas in the ovens (i.e., oxides of nitrogen, carbon monoxide, sulfur dioxide, and particulate matter).

The draft Air Operating Permit is a renewal of the current Title V Air Operating Permit that is already in force. Air Operating Permits expire every five years and need to be renewed. This renewal incorporates all the new compliance requirements that have come into effect for the bakery since the previous permit was issued.

Copies of the draft Air Operating Permit, the application, and all supporting materials are available below for review:

The Agency will accept comments on this permit starting August 10, 2023, until September 11, 2023.
