[ARCHIVED] Permit for Public Comment - US Oil & Refining Co.

ADDITIONAL PROJECT INFORMATION

The intent is to modify the refinery to accommodate receiving additional ethanol by rail, transferring and storing of ethanol, and marine terminal loading of ethanol into marine vessels. The project includes converting two existing external floating roof tanks currently in crude oil service to ethanol service and installing internal floating roof tanks, the installation of two new ethanol unloading pumps from railcars, two new transfer pumps, and associated piping at the refinery and between the refinery and the marine terminal.

The emissions associated with this project (proposed ethanol loading of 3,616,600 bbl/year) could total up to 4.5 tons per year of Volatile Organic Compounds, including 0.05 tons per year of Hazardous Air Pollutants, and 0.05 ton per year of Toxic Air Pollutants.

PRELIMINARY DETERMINATION

The Agency has completed a review of application No. 11547 and has made a preliminary determination that the proposal meets all the requirements of Agency Regulations I, II and III and should be approved.  Review of the environmental impacts of this project were evaluated by the City of Tacoma on March 15, 2018 and concluded that a mitigated determination of non-significance (MDNS) was sufficient to cover environmental impacts.             

PUBLIC COMMENT

The public hearing will be held on Thursday, September 18, 2018 at 6:30 pm at the Bates Technical College located at 1101 S. Yakima Ave in Tacoma, WA 98405. The Agency will accept oral and written comments at the hearing and also any written comments received on or before September 21, 2018. The Agency will review and respond to all comments received and the comments and responses will become part of the public record.

The application and the information considered in making this preliminary determination are on file and available for inspection at the Agency’s office located at 1904 3rd Ave, Suite 105, Seattle, Washington, telephone (206) 689-4010.  The proposed Order No. 11547 is also available at the Agency’s website www.pscleanair.org.  Written comments with respect to proposed Order No. 11547 must be mailed to Ralph Munoz, Engineer, at Puget Sound Clean Air Agency, 1904 3rd Ave, Suite 105, Seattle, Washington 98101, faxed to Ralph Munoz at (206) 343-7522, or e-mailed to RalphM@pscleanair.org on or before September 21, 2018.
