The proposed permit is for a facility-wide volatile organic compound (VOC) emission limit and for the installation of three laser cutting lines each controlled by a cartridge baghouse and secondary HEPA filtration unit. This notice is published pursuant to WAC 173-400-091 and WAC 173-400-171(3)(k). The proposed order would provide Capital Industries with a federally enforceable limit formally establishing it as a minor or area source of air pollution.
The facility-wide VOC emission limit covers existing activities at the facility including two spray booths used for coating metal products and application of solvent degreasing products. Facility-wide VOC emissions will be limited to 90 ton/year under this order.
The estimated increase in emissions from laser cutting are 0.07 ton/year total particulate matter (PM), 0.33 ton/year nitrogen oxide (NOx) emissions, 0.0575 lb/year metallic hazardous air pollutants (HAPs), and 0.107 lb/year toxic air pollutants (TAPs).

PRELIMINARY DETERMINATION
The Agency has completed a review of application No. 11740 and has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and should be approved. As lead agency for this project, the Agency has found that the activity would not have a probable significant adverse impact on the environment. Based on the proposed action, a Determination of Non-Significance with no public comment is recommended.

The public comment period begins on June 3, 2019 and ends on July 3, 2019. The application and the information considered in making this preliminary determination are on file and available for inspection at the Agency’s office located at 1904 3rd Ave, Suite 105, Seattle, Washington, telephone (206) 689-4011. Written comments will be accepted until the end of the 30-day public comment period per WAC 173-400-171. All comments received during the comment period will become part of the public record. The applicant, any interested governmental entity, any group, or any person may request a public hearing within the thirty-day public comment period. A request must indicate the interest of the entity filing it and why a hearing is warranted. The Agency may hold a public hearing if it determines that significant public interest exists. Once the Agency has reviewed and responded to comments from the public, the draft Order will, if necessary, be revised, and then issued in final form.
