The Puget Sound Clean Air Agency is providing public notice for a proposed permit for Darrington Wood Innovation Center LLC to construct a forest-to housing manufacturing facility.
The facility will include a debarker, a sawmill, 10 lumber kilns with a total drying capacity of 21,188 thousand-board feet (Mbdft) per year, a 28 MMBtu/hr biomass boiler, six MMBtu per hour emergency diesel-fired boiler, a Glulam Beam and cross laminated timber (CLT) panel assembly process, and a modular unit construction operation. All components will be manufactured onsite from whole log feedstock. CLT panels, pre-fabricated wall and floor panels, and other structural members will be pieced together to create modular units for residential and commercial use.
Emissions from this facility include 27.0 tons per year of nitrogen oxides and 73.6 tons per year of carbon monoxide. Air pollution emissions controls include flue gas recirculation and an electrostatic precipitator.
PRELIMINARY DETERMINATION
The Agency has completed a review of application No. 12246. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12246 should be approved, subject to the conditions in the proposed Order of Approval.

The proposed Order of Approval (along with the information considered in making this preliminary determination) is available below. These documents are also on file and available for inspection at the Agency’s office located at 1904 Third Avenue, Suite 105, Seattle, Washington, telephone (206) 343-8800. Any person or entity may request a public hearing within the comment period provided that any such request shall state the person’s or entity’s interest in filing it and why a hearing is warranted.
All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the proposed Order of Approval will, if necessary, be revised and either denied or issued in final form.
